I had prepared the draft opposite in accordance with the direction in the first paragraph of Mr. Seel's minute of the 28th May (as it has turned out to be fairly lengthy, I have ventured to prepare it in the form of a secret savingram) and was about to send it forward when the despatch at No.68 arrived from Hong Kong. This despatch requires action.

To deal first with the draft savingram, I was uncertain whether it would need to be modified to take account of recent developments in India, and on Mr. Acheson's advice I turned up the latest minutes on 2281/47 attached. I do not think it necessarily follows from those minutes that we should defer bringing to the notice of Colonial Governments employing Indians in their Police Force the possibility of the complication to which Mr. Acheson's minute of 28th May refers. therefore sending forward the draft savingram. Perhaps, however, if it is decided to proceed with the draft, it might be better if it were to be transferred to General Department papers, since it is so closely concerned with the nationality question.
